Dr. Bin Shams: The National Leadership Development Program Covered the Training Requirements to Boost Public Sector Efficiency

HE Dr. Raed Mohammed Bin Shams, Director General of the Institute of Public Administration (BIPA), stressed that the National Leadership Development Program as approved by the Civil Service Bureau aims at covering the training requirements to boost public sector efficiency and achieve the development objectives as stipulated in Bahrain 2030 Economic Vision and the current work program of the Government. He stated that “BIPA” increased its capacity by 16% for the year 2019 to train about 2000 government employees at all job levels for a total of 33 groups. Dr. Bin Shams added that by the end of 2018 BIPA trained 55.5% of the civil service employees as strong investment in human capital and indicator of development where participants in the National Leadership Development Program presented 356 development projects to augment the principles of sustainability, competitiveness and fairness focusing on the citizen as a centre line in all government agencies. Dr. Bin Shams also pointed out that the National Leadership Development Program is designed and based on a study of the training requirements of the civil service employees to identify actual needs to develop capabilities on the one hand and enrich the culture of positive change and creativity in public work on the other. It is also designed and based on scientific and systematic methods that include major points such as leadership, clients, partners, work teams, the establishment, communications, interaction, performance, productivity, creativity and values. The Sustainable Development Goals (SDGs) are also integrated in and the Program harmonized with the National Plan for the Advancement of Bahraini Women. Dr. Bin Shams also stressed that the Program does not substantially aim at the completion of training hours. It rather aims at gaining knowledge, skills and types of behavior that are required for the development of government work particularly that it includes all job levels from newcomers to the managing director and assistant managing director. Performance of Program participants will be continuously monitored. The employees will be evaluated before joining the Program and while participating in it before measuring the return on investment of training using various learning and evaluation tools based on the best internationally recognized practices.
