With the participation of 12 speakers from the Gulf Cooperation Council countries

The Institute of Public Administration (BIPA), in cooperation with the General Secretariat of the Gulf Cooperation Council States, held a symposium entitled Performance Management, in the presence of representatives from the institutes of public administration and administrative development in the Gulf Cooperation Council, at the institute’s headquarters. The main topics of the symposium included six topics aimed at measuring and developing government performance with the best modern methods available, in addition to addressing performance problems in a way that helps achieve excellence in performance for the government sector. Mr. Walid Al-Hamoud, Deputy Director of the Human Resources Department at the General Secretariat, opened the first session of the symposium - which will be held over two days - stressing the importance of taking into account performance management experiences in the region to develop the public government sector and inoculate the local sector with the expertise and experiences of neighboring countries in order to reach the highest levels of professionalism and craftsmanship in performance. Dr. Sufyan Sahrawi, Deputy Director General of the Institute of Public Administration in Bahrain, also welcomed the institute’s guest, Professor Rollet Lortan, Director General of the International Institute for Administrative Sciences (IIAS), who gave a speech about the Kingdom of Bahrain’s hosting of the 29th International Conference for Administrative Sciences in 2013 and stressed the importance of communicating with public administration institutes in the region to develop strategies to suit future expectations. The symposium began with an introductory presentation of the UAE’s experience on the performance management system for government employees Federal, as this system is applied to all ministries and federal agencies in several stages, namely performance planning, interim review, and annual performance evaluation according to the control process and balancing the percentages that are based on the distribution of the total results of employee evaluation in government agencies, provided that the final total of the percentages of employee performance evaluation results does not exceed 100%. While the Kingdom of Bahrain’s presentation touched on the draft performance management system for civil service employees in line with the Economic Vision 2030, on the basis of which all ministries and government institutions will develop and review detailed strategic plans and executive programs and identify potential success indicators for these initiatives to achieve the principle of justice, competitiveness and sustainability through the application of an evaluation system based on performance standards. The working paper of the Institute of Public Administration in the Kingdom of Saudi Arabia called for measuring performance in the government sector and explaining the importance of its role in developing government services. It recommended attention to finding an integrated methodology for measuring performance and adopting efficiency and effectiveness measures as the only means of evaluating government performance at all levels. It also called for expanding the application of government methods in the field of providing government services. It is worth noting that the discussions on working papers of the institutes of public administration and administrative development in the Arab Gulf countries revolved around ways to benefit from these various rich experiences in building Performance measurement systems and methods of applying them, taking into account the difference in standards in each country.
