The Institute of Public Administration opens registration for the Public Finance Program

Director of Registration at the Institute of Public Administration, Aida Bin Rajab, revealed the opening of registration for the introductory courses for the Public Finance Program, which was designed in cooperation and coordination with the Ministry of Finance and the Singapore Civil Service College, as it aims to develop and refine financial expertise to suit all the basic needs of public sector employees, including managers, specialists, and all those working in government financial positions. These courses will be presented by specialized Singaporean trainers and with the participation of an elite group of their Bahraini counterparts. Bin Rajab announced that the public finance program will begin on May 23 and end on July 5 and includes 5 introductory courses at different periods, two courses for managers and department heads, and two courses for unit heads and accountants. The final course will be directed to all finance workers in the government sector, and it is possible to join “specialized” finance programs after completing the short introductory courses according to the targeted job categories. It is worth noting that the first introductory course will be entitled Financial Planning for Human Resources and Mechanisms for Measuring Performance and Results, and aims to determine how strategic planning is linked to resource planning and formulating budget plans by finding a model method for setting budgets. It also seeks to know the benefit of performance measures in government jobs, describe how to monitor and submit reports on them, and link performance management and institutional excellence in the government sector. It is prepared for unit heads and accountants, in addition to the Legal Framework for Financial Operations and Reports course, which aims mainly to know the policies and procedures as contained in the financial legal framework in the Kingdom of Bahrain. The course on strategic methodology in financial resources management addresses the concept of econometrics and public finance and how to make a strategic assessment of government institutions by learning how to use financial cost information in making and implementing administrative decisions and determining the effects of pricing decisions on the overall political, social and economic systems. It targets the category of department managers and heads, in addition to the course on building a culture of financial accountability that seeks to demonstrate the importance of internal control frameworks and propose procedures that support accountability, transparency and oversight. For all those working in finance, the Basic Principles in Public Finance course includes identifying the types of information, data, and performance indicators used to develop administrative reports, distinguishing between the various components of incoming and outgoing financial flows affecting public finance, recognizing the danger of non-compliance with financial operations in government institutions, and proposing action plans to address these issues.
