Dr. Bin Shams: The National Program for Government Leadership Development is essential for government employees seeking promotion

His Excellency Dr. Raed Mohammed bin Shams, Director General of the Institute of Public Administration, stressed the importance of the participation of public sector employees in the National Program for Government Leadership Development presented by the Institute and approved by the Coordinating Committee headed by the Crown Prince, First Deputy Prime Minister, the Civil Service Council and the Civil Service Commission, as the program seeks to develop government performance to support sustainable development plans by building the human capital of the Kingdom of Bahrain through a series of integrated and sequential programs in building administrative and leadership capabilities according to the targeted job levels. Dr. said. Bin Shams said that the Institute, in cooperation with the Civil Service Commission, seeks through this to link the career development of government employees to their participation in the National Program for Government Leadership Development, adding that this does not mean that it is mandatory for employees to receive direct promotion immediately upon completion of the program, but rather that passing the program is a basic requirement and a priority for promotion and moving to higher job levels, and government agencies are obligated to do so when submitting applications for promotions. Dr. added. Bin Shams said that the Institute is working in coordination with the Civil Service Commission to unify the training policy for government employees, through a strategic plan that focuses on employees joining the national program for developing government leadership as it is specifically prepared to suit training needs, especially since the program consists of five Leadership programs designed according to a scientific methodology that regulates the training and development mechanism in the government sector. Dr. explained. Bin Shams said that the group of programs under the National Program for Government Leadership Development achieves integration in the level of capabilities and contributes to the advancement of job performance, noting that each program qualifies its participants to join the next level in the ladder of training programs. For example, the “Taases” program directed to newcomers in the government sector is considered a basic requirement for joining the “Binaa” program, which targets the category of specialists and senior specialists, which thus qualifies them to participate in the “Takween” program, all the way to the senior leadership program directed to the category of agents and assistant agents. It is noteworthy that the Institute of Public Administration (BIPA) offers the National Program for the Development of Government Leadership, which consists of a series of leadership programs (establishing, building, training, cadres, leaders, senior leadership, in addition to the Elite Program, which is a special program and has its own requirements). All of these programs contribute to qualifying officials capable of advancing sustainable development in the Kingdom of Bahrain by carrying out their leadership role in the government system with all efficiency.
