Mr. Faisal Al Shaikh, the Executive Director for Business Development and and responsible for the development of Knowledge content at the Bahrain Institute for Public Administration, BIPA, confirmed that the Institute continuously strives to employ the best International practices in management to develop the Administrative work in the Kingdom of Bahrain. He added that this is in line with the local requirements and meets the aspirations of the citizens and raises the level and quality of the services and projects in both the private and public sectors. He affirmed that excellence in the Government work system requires harnessing scientific research methodologies to build a solid scientific and knowledge base in the field of public administration. This came on the occasion of the completion by the Institute of Public Administration of the recent study entitled "A comparison between the applications of Japanese administration methods and some of the prevailing administrative phenomena in Bahrain". Mr. Al Shaikh said, it is important to bolster the culture of scientific Administrative research which strengthens Bahrain's position as a reference locally and regionally in the field of Administrative Sciences, adding that the Institute for Public Administration endeavors to achieve the most benefit from success stories by implementing researches and studies with multi-dimensions. Mr. Al Shaikh further stated that this study aims at shedding the light on the Japanese Model of Administration and the most prominent applications in it, followed by a comparison with the Bahraini model in order to identify the similarities and differences between the two administrative models, and as a result formulate benefits that can contribute to the development of the administrative work system in the Kingdom. Mr. Al Sheikh pointed out, that the study showed the existence of differences as well as clear similarities between the Japanese Administrative style and its Bahraini counterpart in a number of topics like the degree of commitment to values and principles, promotion of equality and justice and opportunities for the development of employees, the degree of collective spirit and the role of leaders in the development of the administrative system, clarity of objectives and non-dispersal of operations at the expense of human and financial resources, and commitment of each model in creating an ideal environment for work to create institutional loyalty, transparency and honesty, in addition to the comparison between the two models on how the individual's career path develops and information sharing between all cadres. Mr. Al Sheikh pointed out that the study came up with a set of recommendations that emphasized the need to formulate a vision of the Bahraini administrative principles, through which a comprehensive definition of Bahraini management can be developed, defining the values and principles of Bahraini administrative work, and laying the foundations for proper administrative work, with the formulation of scenarios and templates ready for different administrative positions and how to deal with them, and finally the publication of various literature on the administrative principles of modern Bahraini Administrative models and raising awareness of the importance of adhering to the principles of administrative work, in order to spread the benefit to all interested parties.
